I see that Alice has been reserved. I was wondering how long for, and when (if the person hasn't applied) she would be once again available so that I could apply for her?

Well the canon list was updated on the 8th of December. Which means from around that time Alice was reserved. I am in charge of the site while Bella, the head admin is away due to being grounded. You can see down in the cbox and I am not sure what the reservation span is. Of course being most of the time its just a week long span on reservation I am going to say she is opened and you can apply for her.
